Hallway light flickers when I flip the switch. Sometimes it stays dark for a second then comes on.

Intermittent flicker can be a loose bulb, a worn switch, or a loose wire at the fixture. Safety first: if you smell warmth or see scorch marks at the switch plate, stop and use Notify my landlord.
Otherwise, is it an LED bulb, and does it flicker on other switches too?

LED bulb. Only that switch. I tightened the bulb and it still did it.

Next low-risk check is trying a known-good bulb. If it still flickers, the dimmer or switch may be failing — that is inside the wall box and is best for an electrician or landlord maintenance.
Any buzzing at the switch?

I swapped in a spare bulb from the bedroom and the flicker stopped completely. Old bulb must have been bad.

That happens more than people expect with some LED batches. Keep the old bulb out of the mix so you are not chasing a ghost.
If a new bulb ever flickers again on that circuit, then it is worth having the switch checked.

Closing this out — no landlord needed.
